Biography

Rowan accepts briefs to advise and appear in criminal, quasi-criminal and administrative law matters.

Prior to coming to the bar, Rowan was:

  • a solicitor at Doogue + George
  • a solicitor at the North Australian Aboriginal Justice Agency
  • a senior solicitor in the Higher Court Appeals team in the Office of Public Prosecutions
  • a senior legal advisor in the Public Law and Litigation team in the Office of General Counsel, Department of Justice and Community Safety

Rowan has previously lectured the subject Criminal Law and Procedure in the juris doctor program at Melbourne Law School, the University of Melbourne. Rowan has also previously taught Administrative Law at the Leo Cussen Centre for Law.

As a solicitor Rowan appeared in all types of matters in the Magistrates’ Court including contested summary hearings and contested committal hearings; plea hearings in the County Court; and contravention hearings and bail applications in the Supreme Court. Rowan instructed counsel in trials in the County Court and Supreme Court, applications for judicial review in the Supreme Court, and in appeals to the Court of Appeal and High Court.
