Biography

Kelly practises in criminal law and regulatory matters. 

She has a criminal defence practice, appearing in trials in the County Court and Supreme Court.

Kelly has significant experience in occupational health and safety matters, where she is briefed for individuals and companies investigated for, or charged with, offences under the Occupational Health and Safety Act.  She is also briefed to prosecute these matters.  

She appears in inquests and inquiries, including at IBAC, where she has appeared on behalf of individuals and as counsel assisting the Commission.

A substantial part of Kelly’s practice is representing professionals facing disciplinary proceedings.  She has appeared in matters brought by professional regulators such as the Victorian Legal Services Board, the Nursing and Midwifery Board of Australia, the Architects Registration Board of Victoria and the Victorian Institute of Teaching.

Kelly also defends and prosecutes regulatory criminal proceedings. She appears for individuals and corporations, as well as local councils and the RSPCA.  She has experience with charges and applications arising from legislation including the Environmental Protection Act, Planning and Environment Act, Building Act, Food Act and Prevention of Cruelty to Animals Act.

She advises a broad array of clients such as insurers, regulators, trade unions, and corporations. She is particularly knowledgeable in matters involving building construction, having commenced her legal career at a boutique commercial and construction litigation firm.    

Kelly was a solicitor advocate for a number of years before coming to the Bar and held the position of Senior Associate at Leanne Warren & Associates.

Kelly was selected to participate in the 2014 Victoria Legal Aid Trial Counsel Development Program.  She is on the Victorian Legal Aid Preferred Trial Counsel List and holds an Indictable Crime Certificate.
